Karl E. Knapp, P.E.
President

Mr. Knapp, President of CVL Consultants of Colorado, is responsible for the establishing and maintaining client relations, development of senior management staff and company officers, and the coordination of community and professional organization activities of the firm throughout Colorado. Karl has earned 22 years experience in engineering design, entitlement processing, construction management, and engineering services and consulting firm management. Mr. Knapp opened the Colorado offices of CVL in the year 2000. Prior to opening CVL’s office, Mr. Knapp was Vice President and Director of Civil Engineering for PBS&J’s Western Region during his ten years with the company.

Mr. Knapp has centered his professional growth by providing clients with focused and unsurpassed service over the years on numerous public works and land development projects throughout Colorado, Nevada, Arizona, and South Dakota. Karl has been personally involved in providing foresight and entitlement strategy for the engineering design and plan processing through many Colorado cities, towns and counties including Parker, Aurora, Douglas County, Commerce City, Johnstown, and Brighton.

CVL’s clients consider Mr. Knapp to be an industry leader in his abilities to view the project entitlement process in totality. Karl believes that no task is considered to be outside the realm of our capabilities, either through implementing the direct credentials of CVL, or calling upon our teaming consultant relationships. Mr. Knapp teaches this philosophy throughout the CVL organization, and believes that consistently enthusiastic and dedicated service is the only trait that separates the value of CVL from other civil consulting and survey services firms. Karl trains the CVL staff that they will earn the clients’ next project assignment by focus on and attention to the clients’ needs on a daily basis. Karl Knapp knows what clients need from their consultants to be successful, and he is committed to producing satisfactory results for them time and time again.

Patrick D. Quinney, P.E.
Senior Vice President

Mr. Quinney has earned more than 30 years of professional experience in civil engineering consulting. He has successfully guided the integration of major infrastructure improvements into tens of thousands of acres of residential and commercial developments throughout Colorado cities, counties, and districts. Mr. Quinney is recognized as an expert in many facets of infrastructure design. He is instrumental in shaping conceptual project designs and directing the CVL management staff to the simultaneous completion of many projects. Mr. Quinney’s role in the CVL organization encompasses initial project conceptualization, technical oversight, management of continuing formal staff education, and client relations. As Senior Vice President, he is one of the organizational keys affording CVL the ability to provide world class consulting service to a wide range of clientele. Pat focuses on training CVL managers to serve our clients in a timely and cost effective manner, exceeding our clients’ expectations. Pat’s experience and expertise in consistently and persistently negotiating the agency approval processes has proven to be a true asset to our consultant teams and to the success of our clients. Entitlement authorities that Pat deals with on a regular basis include the City of Aurora, Arapahoe County, Douglas County, the City and County of Denver, Jefferson County, City of Commerce City, U.S. Army Corps of Engineers, the Urban Drainage and Flood Control District, Jefferson County, Town of Firestone, Johnstown, Weld County, and Elbert County.

Mr. Quinney has guided to successful completion, projects ranging from individual retail units to master planned residential developments, mixed-use regional developments, major retail and commercial complexes, and regional infrastructure facilities. Other specific areas of expertise include design management of major regional stormwater storage and treatment facilities and major and regional arterial roadways. Pat has a wealth of experience and expertise including site evaluation and due diligence studies, zoning and re-zoning application processes, subdivision platting and entitlement engineering, hydrology and hydraulic design for storm water management systems, water distribution systems, sanitary sewer collection systems, roadway design, and major earthwork balance analyses.

Pat has gained a wide variety of engineering and management experience throughout his career, stemming from his involvement in the aerospace industry at Pratt & Whitney Aircraft Research and Development Center in Florida, and consulting firms in Florida and Colorado. His resume includes holding the positions of President of Bell Engineering Company, Vice President of The Tech Group, Inc., and Director of Engineering Services forPBS&J Colorado.
